Robbie Graham’s housewarming party last Saturday was a success (even with rain in his area.)  He brought us thank you gifts to all who came.  He’s involved in the cartoon football league online (first created in 1981 and then continued in 2006 online.) The DVD has episodes of more than 35 favorite cartoons.

 RAFFLE for…

1st  Prize - A seven-day trip to Argentina including airfare with four nights hotel accommodations at the Palacio Duhau Park Hyatt Buenos Aires and three nights hotel accommodations at the Park Hyatt Mendoza, Hotel Casino & Spa.

2nd Prize - A Cartier watch valued at $2,500.00.

3rd Prize - A weekend stay at a Hyatt Regency Hotel in Florida with Sunday Brunch included.

And the prize for all participants, the satisfaction of contributing to Rotary's germane international project: a Polio-free World.

Bill and Belinda Gates have donated $100 million, and Rotary is set to match this Challenge Grant around the world.  As a district, our goal will be met by supporting the helicopter Golf Ball drop that is being held on October 31st.

Also, please remember that the club that raises the most money per capita will be awarded 15,000 TRF recognition points to use at its discretion. The club with the second hightest dollars per capita will receive 10,000 TRF points. The 3rd, 4th, and 5th highest dollars raised per capita will each receive 5,000 TRF points. 

Tickets are ONLY $25; and all able persons, Rotarians or not (yet Rotarians), are eligible to participate! Please promote this cause for our club and our district! For more information, please contact District Polio NID Co-Chair, Luis Ortega.

To date, 25 of 49 District 6990 clubs have sold Gates Challenge Helicopter Golf Ball Drop raffle tickets resulting in $21,889.00 in sales.  Less than one week remains until Tuesday, October 28, the deadline for turning in ticket stubs and moneys to have your sold ticket numbers transferred to golf balls to be included in the "drop".

The District's obligation to meet the Gates Challenge is to raise $50,000.00 this year and in each of the next two years.  Clearly it is time to put on the full court press if we are to meet our goal.  If you have raffle tickets sold please don't wait until the last minute to send them in, please send what you sold now.  And, then please make every effort to sell at least one $25.00 raffle ticket per club member. 

Don't forget the 40,000 Paul Harris recognition points that will be awarded to the top five clubs in sales per member.   Fort Lauderdale Beach hasn't, they are leading the pack.  And don't forget the trip to Argentina , Cartier watch and weekend at a Florida Hyatt Regency Hotel that the winning tickets may bring your way.  But, as they say: no tickie, no laundry.  If recognition points and prizes are not your bag, your club can take satisfaction in helping eradicate the dreaded disease polio once and for all.

After 20 years of hard work,

we (Rotary and its partners) are on the brink of eradicating this tenacious disease,

but a strong push is needed now to root it out once and

for all. It is a window of opportunity of historic proportions.

YOUR contribution will

help Rotary match a $100 million challenge grant from the

Bill & Melinda Gates Foundation.

 

The resulting $200 million will directly support immunization

campaigns in developing countries, where polio continues to infect and paralyze children, robbing them of their futures and

compounding the hardships faced by their families.

 

The PolioPlus Campaign in many areas of the world now includes measles immunization and the distribution of long lasting insecticide treated bed-nets

Should Foreign Precedent by Used in Interpreting the United States Constitution?

Roy has achieved  30 years in Rotary as of January 2009.  He’s a  tennis buff and a jazz aficionado who demonstrates a  true Rotary spirit.  He passed the state bar in 1970.

He’s studied in the Netherlands and in England, & the one close to his heart - at Notre Dam

 

He’s very proud that Indiana University is going to start a youth ethics based on what he started with Rotary 10 years ago.

This issue was a true hot topic from 2002 – 2005, should foreign precedence be used in US law? 

Governments once spoke on issues with one voice. This traditional judicial policy had one premise – that the government  can better conduct foreign affairs without the judiciary.  Courts at one time yielded to foreign policy. 

During Truman’s administration – Senator Taft  opposed foreign policy which was fostered by Truman who was vehement on the subject. 

For example, when the Speaker of the House was asked not to go to Damascus but he went anyway as foreign policy it is no longer only debated within our shores. 

Justice Kennedy went beyond the US history of cases with regard to a murder by a minor.  Twenty states prohibited and twenty said yes to capital punishment.  To find a consensus he went abroad to other countries that have “shared judicial posture.”  Two more cases were also sited:  Sodomy case in Virginia in  2002 and one that forbad the execution of a person with retardation.

Some state that there is inadequate material in common law to address certain issues.

Use of other country’s legal outcomes does have to mean it is controlling to our outcome, but this does provide significant help for our conclusions.

The US Constitution has a Supremacy Clause which draws from 3 sources:  the Constitution, US Congress and Treaties. However, legal weight is not found in the supremacy clause.

Human conduct and decency is global in scope so we should borrow globally.  Human decency transcends nation states. 

Some conservatives believe that foreign precedence interprets other documents.  They choice to look to outside courts does not demonstrate reasonable decision-making but sophistry.

Opening the door to international law sometimes means equating it to examples based on high seas / international waters piracy as those felonies are offenses to the law of nations

Contemporary human rights laws – commonality of human dignity should be shared.

How common is it for other government to look at our constitution for their decision-making?  – not very much…

#1 US economic asset  is our rule of law.  Contracts will be enforced.  Strike a deal and it will be upheld.
