Inbound GSE Team from the Phillipines

The Rotary Foundation’s Group Study Exchange (GSE) program is a unique cultural and vocational exchange opportunity for business people and professionals between the ages of 25 and 40 who are in the early stages of their careers. The program provides travel grants for teams to exchange visits in paired areas of different countries. For four to six weeks, team members experience the host country's culture and institutions, observe how their vocations are practiced abroad, develop personal and professional relationships, and exchange ideas. RI District 6990 is looking for 5 GSE team members for this year’s trip to Quezon City in the Philippines, which is RI District 3780. Deadline for applications is December 8th, 2008. Tasers!

The South Miami Police Department (SMPD) is a full-service law enforcement agency with 52 sworn positions and 10.5 civilian staff serving the 2.5-square mile city.  The full time residential, tri-ethnic population is approximately 10,500, but the number of people served and protected by the SMPD is much greater due to several factors.

 

The city of South Miami used money that was seized from drug dealers to purchase these weapons.  No tax dollars were used.   The taser is designed to be worn by first responders. 

The policy for this police department is to log each taser into a computer once per month.  That program sees how many times it has been discharged and the length of time of each discharge. A Taser is an electroshock weapon that uses Electro-Muscular Disruption (EMD) technology  to cause neuromuscular incapacitation and strong muscle contractions through the involuntary stimulation of both the sensory nerves and the motor nerves. The Taser is not dependent on pain compliance making it highly effective on subjects with high pain tolerance. For this reason it is preferred by law enforcement over traditional stun guns and other electronic control weapons.Two police models come with various accessories, including a laser sight and mounted digital video camera that can record  in low light situations.

 

Tasers protect both the officer and the person being subdued from dealing with hand-to-hand combat or use of excessive force or use of a gun. 

Public opinion counts.  This weapon is not used on children by the SMPD.

In South Miami the police can use a Taser on the mentally ill who will not comply with an officer’s repeated orders.  The officer’s judgment comes into play as to which weapon to use.  All use is monitored afterwards with photos, police report, and computer download of the weapons usage.

The weapon shocks the person with 50,000 volts with low amps.  Amps are what can kill.The amps .0008 are less than an electrical socket .00012.

There is only one documented case of a death related to a Taser – all others fatalities are related to the drugs found in the person’s system.

Two barbed prongs are shot out of the taser from compressed gas-fired cartridges.  The weapon is equipped with a laser light and a flashlight which the officer pulls from the cross draw side to not confuse the duty weapon gun from the Taser.
The taser is better than its competition which is called the Stinger. 
A police-issued tasers operates for 5 seconds after which a stun gun type shock can be administered directly to the body.

The civilian’s model, the C2, shoots for 10 seconds, stops for one to allow the aggressor to breath, then repeats this two more cycles.  Unlike the police taser, it is meant to be dropped so the victim can run away.  With a police report, the taser will be replaced for FREE. 

Taser sells a pink version for women.

Dade County has restrictions on carrying tasers that the state of FL does not. 

A Taser fires two small dart-like electrodes, which stay connected to the main unit by conductive wire as they are propelled by small compressed nitrogen charges similar to some air gun or paintball marker propellants. The air cartridge contains a pair of electrodes and propellant for a single shot and is replaced after each use. There are a number of cartridges designated by range, with the maximum at 35 feet.  Cartridges available to non-law enforcement consumers are limited to 15 feet. The electrodes are pointed to penetrate clothing and barbed to prevent removal once in place. Earlier Taser models required the electrodes' barbs to penetrate the skin, but newer versions (X26, C2) use a "shaped pulse" that increases effectiveness in the presence of barriers.

Early models had difficulty in penetrating thick clothing.  Current models can penetrate a leather jacket.  When the barb hits clothing, it can create an arc to the skin causing a burn.  Both barbs when they penetrate skin, create a circuit of pain and disable muscles so the person falls to the ground.
